FJC FOUNDATION MISSION

The San Joaquin County Family Justice Center Foundation is dedicated to providing comprehensive support and services to individuals and families impacted by domestic violence, human trafficking, sexual assault, elder abuse, child abuse, and stalking. Our mission is to support victims and their families. We work to deliver coordinated, compassionate care, ensuring that every person who seeks help feels safe, supported, and empowered to rebuild their lives.

We envision a future where everyone in our community can live free from violence and fear. To achieve this, we offer a range of critical programs and services, including emergency housing, counseling, legal advocacy, and educational workshops. Our work is rooted in the belief that healing is possible and that with the right support, survivors can find hope and a path forward.

Our foundation is not just about responding to crises; it’s about creating a community where everyone has the opportunity to thrive. Through our partnerships with local organizations, law enforcement, and community leaders, we are working tirelessly to break the cycle of abuse and build a safer, healthier future for all.

In January 2023, District Attorney Ron Freitas appointed Donald Vaughn as Chief Deputy District Attorney over the Special Operations Division. A lifelong resident of San Joaquin County, Vaughn has served in the District Attorney’s Office since 2002, rising through the ranks while prosecuting cases ranging from misdemeanors to homicides. He now oversees the Family Justice Center, Human Resources, and major prosecutorial efforts including narcotics, public integrity, and white-collar crimes.

Alexis Wilbur is the Program Manager for the San Joaquin County District Attorney’s Office-led Family Justice Center, where survivors of violence and abuse can access coordinated, trauma-informed services. She oversees daily operations, leads a multidisciplinary team, and has launched initiatives such as expanded transportation access and cell phone distribution for trafficking survivors. Alexis also serves on the California Family Justice Network Executive Committee, the Healthy Families advisory board, the End It Alliance Board, and as an advisor to the Family Justice Center Foundation, and in 2025 was honored as Assembly District 13’s Woman of the Year for her leadership in victim advocacy.
